Overview
Mortal: Chloe Weaver has been lurking around the edges of Ft. Brunsett, sometimes even making her way up to Tamarack falls. She's...real creepy, and some say she's a witch, and will curse you if you're not careful. She definitely talks a lot about rather esoteric things, sometimes more coherently than others. She's around enough, and noticable enough, that she's quickly become a familiar figure (Fame 1- scary witch lady). She probably, definitely, maybe doesn't eat babies. But she definitely has had more than a handful of run-ins with the police in cities all over the country for offences of varying concern. For the right price, give a person a charm for luck or evil eye, or read their fortunes. She might be crazy, but it's hard to tell if it's an act, part of her schtick trading on two-bit fortunes and the like. She generally seems homeless, but many have spotted her entering an old beat up truck with a wodden tiny-house built on the back.
Lost: Chloe is an Autumn courtier of some note. She's got a bad reputation for being a bit of a liability (Notoriety: see, crazy witch lady), but also for being /very/ good at upholding her court's ideals. Very few know it, but she is a member of the Scarecrow Ministry. Those two-bit fortunes she gives out to mortals take on a much more interesting twist with her own kind, as Chloe is a talented seer and oneiromancer.
She's a goblin merchant, offering goblin contracts, dreams, fortunes and curses. Though she's tolerated at the Wild Roses, she doesn't seem to have a permanent stall there, just her shopping cart that she parks up when she's at work.
