Methodology
The ocean is unforgiving, and those who serve one who believes Herself the Goddess of Sea are expected to quite literally sink or swim.
Victims are chosen based on their familiarity with the ocean - those who live or work on or near it are in the best position to understand that the sea is cold and harsh and merciless, and those who inhabit it and its environs are doubly likely to be so; Her Dark Queendom has little use or patience from those who fear it.
